Request for Proposals: Mid-Term Evaluator for Ecotourism Project in Ladakh

Introduction:
We are seeking a qualified and experienced evaluator to conduct a mid-term evaluation of our ecotourism project in Ladakh. This project aims to promote sustainable tourism practices, enhance local livelihoods, and conserve the unique cultural and natural heritage of the region.

Project Overview:

• Title: Ecotourism Development in Ladakh-Broad Recognition and Institutional structuring of Eco tourism in Ladakh through strengthening local civil society actors.
• Location: Union Territory Ladakh, India
• Project period: 01-08-2022 to 31-03-2026
• Duration for interim evaluation: 12th to 27th September 2024 – Dates flexible
• Implementing Agency: LEHO-Ladakh Environment and Health Organisation
• Funding Agency: Ecoselva Sankt Augustin Germany.

Objectives:
Local stakeholders and civil society organisations are enabled to participate in the concept development and spread of model responsible and sustainable tourism in Ladakh. The model will conserve and sustain local ecology, values culture heritage, promote organic agriculture and innovative livelihood options and contributes to prevent low skilled migration.

Scope of Work:
The evaluator will be responsible for assessing the project’s progress towards its objectives, identifying strengths and weaknesses, and providing recommendations for improvement.

The evaluation will cover:

• Review of project design and implementation
• Assessment of progress towards achieving project objectives
• Analysis of project management and coordination
• Evaluation of stakeholder engagement and beneficiary impact
• Recommendations for future project phases

Key Deliverables:

• Inception Report: Outline of evaluation methodology and work plan
• Draft Evaluation Report: Preliminary findings and recommendations
• Final Evaluation Report: Comprehensive analysis and final recommendations
• Presentation of Findings: Presentation to project stakeholders-LEHO and Ecoselva.

Qualifications:

• Advanced degree in environmental studies/ tourism/ social sciences, or related field
• Proven experience in project evaluation, preferably in ecotourism or related sectors
• Preference will be given having familiarity with the socio-cultural and environmental context of Ladakh
• Excellent analytical, writing, and communication skills
• Ability to work independently and meet deadlines
